Session 2: A Transatlantic Space for Data Flows 11 May 2021
The free flow of data is central to the proper functioning of modern economies. As Europe and the US continue to cooperate on a range of digital and technology policies to ensure vital economic development, this 2nd session of DIGITALEUROPE’s EU-US Tech Allies Series will look at the role and importance of data flows, and the prospects for the swift re-design of the Privacy Shield following the 2020 ECJ ruling.

Cecilia Bonefeld-Dahl is Director-General of DIGITALEUROPE, the leading digital technology industry association representing over 35,000 digital companies in Europe.
She is a member of the Stakeholder Cybersecurity Certification Group of ENISA (the European Union Agency for Cybersecurity) and of NATO’s high-level Advisory Group for Emerging and Disruptive Technologies, as well as a board member of the European Commission’s Digital Skills and Jobs Coalition and the European Parliament-led European Internet Forum.
Formerly, Cecilia Bonefeld-Dahl was a member of the European Commission’s High Level Expert Group on Artificial Intelligence, and of the High-level Strategy Group on Industrial Technologies in charge of identifying Key Enabling Technologies.
She was an Executive Board Member of the Royal Danish Export Council and Chair of the Export Grant Committee under the Danish Foreign Ministry. She also served as Executive Board member in DIGITALEUROPE, and as a member of the association’s high level Digital Advisory Council.
Cecilia Bonefeld-Dahl has served as Board Member of the Danish Chamber of Commerce and was President of the Board of the Danish ICT association (ITB), where she led the development of policy positions on issues such as business digitalisation, ICT security, disruptive business models, telecoms and education.
Cecilia Bonefeld-Dahl has more than 25 years of experience in the ICT industry. She previously held international positions at IBM and Oracle as well as with SMEs, building businesses across Europe and China and founding the cloud provider GlobeIT. She has deep insights into the digitalisation of business and society and the data-driven economy, and is regularly invited to deliver keynote speeches on these issues at high-level events across the world.

Věra Jourová is currently Vice President of the European Commission for Values and Transparency and deals with democracy, rule of law, disinformation and media pluralism. From 2014 to 2019, she served as EU Commissioner for Justice, Consumers and Gender Equality. In 2014, before arriving to the European Commission, Ms Jourová held the position of Minister for Regional Development in the Czech Republic. Previous to this, from 2006 to 2013, she worked in her own company as an international consultant on European Union funding, and was also involved in consultancy activities in the Western Balkans relating to the European Union Accession. She holds a Degree in Law (Mgr.) and a Master’s degree (Mgr.) in the Theory of Culture from the Charles University, Prague.

Alex Greenstein has served as Director of the EU-U.S. Privacy Shield program since July 2019. In this role, he is responsible for management and administration of the Privacy Shield program, as well as policy regarding transatlantic data privacy, data flows, and digital trade issues.
Prior to joining the Commerce Department, Alex served as Senior Advisor in the Office of the Coordinator for Communications and Internet Policy at the U.S. Department of State. In that role, he was responsible for global data privacy issues, surveillance, law enforcement access to data, civil liberties, data flows, digital trade, as well as digital economy policy in Europe.
Previously, from 2016 to 2017, Alex served at the White House as Senior Policy Advisor for Economic and Technology Policy at the National Economic Council. His responsibilities included EU-U.S. Privacy Shield implementation, EU Digital Single Market engagement, G-20 digital economy outcome negotiations, China digital economy and cybersecurity issues, APEC Cross-Border Privacy Rules expansion, and a range of other matters at the intersection of technology and foreign policy.
From 2015 to 2016, Alex served as Director for the European Union, Southern Europe, and European Economic Affairs at the National Security Council, and oversaw negotiation of the EU-U.S. Privacy Shield.
Alex was a career Foreign Service Officer with the U.S. Department of State for 18 years. He served at the U.S. Mission to the European Union in Brussels, Belgium; as a Senior Advisor to the State Department’s Special Envoy for Eurasia Energy; on the State Department’s Russia Desk; and at the U.S. Embassies in Kyiv, Ukraine; Beirut, Lebanon; and Bangui, Central African Republic.
Alex holds a B.A. in International Economics and Russian Studies from George Washington University and has pursued graduate level economics coursework through the U.S. Department of State’s Foreign Service Economics Course. He is a term member of the Council on Foreign Relations.

Mr Gencarelli heads the International data flows and protection Unit at the European Commission (DG Justice and Consumers). In the past years, he led the Commission’s work in the area of data protection, as regards both new legislation and international negotiations. He notably headed the Commission’s delegation in the interinstitutional negotiations with the European Parliament and the Council that resulted in the adoption of the EU data protection reform (“General Data Protection Regulation” and “Law Enforcement Directive”). He was also one of the lead negotiators of the EU-US Privacy Shield and “Umbrella Agreement”. He recently negotiated the mutual adequacy arrangement with Japan.
Mr Gencarelli previously served as a member of the European Commission’s Legal Service and as an assistant (référendaire) to a judge at the European Court of Justice after having practiced law in the private sector. He holds degrees in law and political science, and teaches EU Competition Law at Sciences Po Paris. He is the author of numerous publications on EU law.

Irena Bednarich is Director of Corporate Affairs for Continental Europe, Middle East and Africa at Hewlett Packard Enterprise. In this role, she is driving HPE’s corporate affairs strategy in the region and is supporting strategic public sector pursuits.
Irena has wide-ranging experience in representing the tech sector at European level.
She is a Board member of DIGITALEUROPE, the advocacy group acting on behalf of the information technology, consumer electronics and telecommunications sectors.
She has chaired the Digital Enterprise Group in DIGITALEUROPE for two terms and, for almost a decade, led the organisation’s Copyright Working Group. Irena has also served as President of EURIMAG, the voice of the European printing industry, based in Brussels.
Copyright policies were always at the center of her expertise. For her work and efforts on copyright levies, both in Brussels and internationally, she has been awarded the European Counsel Award for Intellectual Property 2009, granted by the International Law Office, in collaboration with the Association of Corporate Counsel.

Jussi has a strong background on policy work in the fields of data, AI and digitalisation. Before his current position, he worked in the Finnish telecoms national trade association and also at the Ministry of Transport and Communications.
Jussi is a lawyer by training and willing to drive further European policy work to foster competitive and vivid single market, where the digital dimension is firmly embedded. Europe needs to quickly adopt fair and clear solutions to utilise data in all levels of society to remain competitive.
